You can use it to wrath every turn if you like, or you could even strip counters to 0 to artifact up more of your own stuff and essentially plague wind every two turns

Lots of subtypes have rules baggage. Auras, Equipment, every basic land type. They didn't want creature subtypes with rules baggage.

And auras i thought were handled by the enchant keyword
Almost all of the rules attached to Auras and Equipment reference the subtype. The Enchant and Equip abilities also have single rules attached to each of them, but functionally all the Enchant keyword does is hold a reference for the targeting criterion/ necessary qualities for attachment, while all the Equip keyword does is hold an activated ability. All the other rules, including how they're played, what happens with legal and illegal attachment, etc. happen because of the subtype.
