Should probably be "X or fewer" colors, so that if a player's multi-colored creature suddenly loses a color, the spell isn't countered upon resolution. I think it's fine at uncommon. It's not a "fantastic rate", at any number of colors it's no better than what's been printed at common or uncommon, often worse. For example, compare this to the new M19 rare that destroys colorless creatures. This costs to destroy a colorless creature.
